Under this pillar, the MRU seeks to generate multi-level action across the member states to support economic development and regional integration across the four countries. Under the current strategic plan, the MRU has designed actions towards:
- trade facilitation,
- agriculture and food security,
- natural resource management and,
- infrastructure development.
