Ambassador Simeon Momoh-Babbay Moribah is a seasoned development practitioner and economist with over 30 years of extensive experience in development economics, regional integration, and crisis management. As the Secretary General of the Mano River Union (MRU), he has demonstrated a strong commitment to fostering regional cooperation and integration, focusing on peace, security, and sustainable development within the MRU framework.

Ambassador Moribah has a distinguished career in both government and international organizations. He served as the Deputy Secretary General of the MRU Secretariat, where he was primarily responsible for Economic Development and Regional Integration.

His leadership in this role significantly contributed to the socio-economic development of the MRU member states. Before joining the MRU Secretariat, Ambassador Moribah held the position of Deputy Minister of Economic Affairs and Policy at the Ministry of Planning and Economic Affairs in Liberia. In this capacity, he played a pivotal role in setting national financial and program priorities, achieving substantial milestones in policy dialogue, resource mobilization, and the effective implementation of projects and programs.

His career also includes significant contributions within the United Nations system, where he served in various capacities, including as Assistant to the Senior Assistant Resident Representative for Programme at UNDP. His work in the UNDP involved critical missions such as evaluating the UNDP-Zambia Country Programme and training program staff in The Gambia on Financial Information Management (FIM). Ambassador Moribah’s academic credentials are equally impressive.

He holds an MSc in Agricultural Economics from Colorado State University, USA, and a BSc in Agricultural Education from Njala University College, University of Sierra Leone. He has also obtained various certificates and diplomas in economic planning, project analysis, and land use planning, which have further enriched his expertise in sustainable human development, crisis prevention, and recovery.

Throughout his career, Ambassador Moribah has remained dedicated to improving the lives of the people in the MRU region through strategic leadership and transformative operations. His work continues to impact the region positively, promoting collaboration and active participation among member states for a more integrated and peaceful Mano River Union.

MEET AMA GBORIE FODAY – Deputy Secretary General Sierra Leone

Ama Gborie Foday is a seasoned public servant, project manager, and infrastructure
specialist with over 15 years’ experience in public administration, public-private
partnerships (PPP), and international development management. She has played a
pivotal role in numerous multi-million-dollar infrastructure projects that have
contributed significantly to Sierra Leone’s socio-economic development.

Early Life and Education

Ama’s passion for development and public service stems from her upbringing in Sierra
Leone, where she witnessed firsthand the challenges her country faced. She pursued
higher education at Njala University, obtaining her first and second degree.
Recognizing the importance of global perspectives in development work, she earned
a World Bank scholarship to further her education in International Development
Management from the University of Manchester in the United Kingdom.

Career Beginnings

Ama’s career began in 1999, working with Children Associated with War (CAW), a
program under the Catholic Mission in Sierra Leone, where she supported the
protection of vulnerable children affected by the civil war. Her role as a Data
Collection Assistant involved coordinating interventions under the guidance of the
United Nations High Commission for Refugees (UNHCR). This formative experience
shaped her commitment to creating sustainable solutions for her country.

In 2002, she joined the United Nations-backed Special Court for Sierra Leone,
becoming the very first national staff member recruited to support and establish the
Special Court in Sierra Leone. This experience was a springboard to her passion for
international relations and development.

Transition to International Development Management

Ama’s transition into international development and infrastructure began in 2004,
when she joined UKAID’s Department for International Development (DFID). Over six
years, she held various roles, including Programme Officer and Assistant Programme
Manager where she worked on key development programs for the Governments of
Sierra Leone and Liberia. Her work involved planning, designing, managing and
overseeing infrastructure and human development projects, while also collaborating
with other international partners to contribute to economic growth and development
in Sierra Leone.

Public Service & National Development

Following her dedicated service to international development partners, she joined the
Government of Sierra Leone public service in 2012, as a Program Development
Specialist in the Public-Private Partnership (PPP) Unit in the Office of the President. Over
the past decade, she has led and managed major infrastructure projects and
supported the socio-economic development of Sierra Leone. Her expertise in Public
Private Partnership arrangements has enabled her to work effectively with private
partners and international donors such as the UNDP, World Bank, African
Development Bank and other development partners. In July 2024, His Excellency,
President Brig. (Rtd) Julius Maada Bio appointed Ama Gborie Foday to represent the
Government of Sierra Leone in the Mano River Union as Deputy Secretary General.

Professional Certifications and Global Expertise

Throughout her career, Ama has continually sought to enhance her knowledge
and skills. She holds certifications from prestigious institutions, including the
Association of Project Managers Group (APMG) International in the United
Kingdom earning a certification in Public-Private Partnership Professional (CP3P)
and various project management qualifications, such as the Certified International
Project Manager (CIPM) and Master Project Manager (MPM) from the American
Academy of Project Management in the United States, earning her a Fellow of the
American Academy of Project Management (FAAPM ®). These certifications
reflect her commitment to staying at the forefront of global best practices in project
management and infrastructure development.

Mr. Mamadi Dioumessy

Elhaj Mamady Dioumessy has been serving as the Deputy Secretary General Responsible for Administration and Finance at the Mano River Union since 2017. Before his appointment, Mr. Dioumessy was an integral member of the Economic and Financial Program of Guinea, monitored by the International Monetary Fund (IMF) and the World Bank, for four years. His career in public service is marked by significant contributions to Guinea’s economic and financial sectors.

Mr. Dioumessy has held key positions within the Ministry of Economy and Finance, the Prime Minister’s Office, and the Ministry of Budget, where he served as the Head of Financial and Accounting Services. His expertise in financial management and economic reforms was honed through his work in the Technical Unit for Program Monitoring (CTSP) and the Technical Committee for Economic and Financial Reforms (CTA) in Guinea.

Academically, Mr. Dioumessy holds a PhD in International Economics from the Faculty of Economic Sciences and Management at the University of Cocody, Abidjan, Côte d’Ivoire. He also earned a Master’s degree in Business Administration from DeVry University in New York and Maryland, where he completed 27 out of 35 credits with a GPA of 2.44. Additionally, he holds a Master’s degree in Finance from the University Gamal Abdel Nasser of Conakry and has undergone advanced training in Economic and Financial Policy Programming from the IMF, Poverty Analysis from the World Bank, and Fragility and Resilience Analysis from the African Development Bank.

Beyond his administrative and financial roles, Mr. Dioumessy has dedicated over a decade to academia, teaching at Guinean universities. His commitment to education and professional development is further demonstrated by his participation in various high-level training programs, including language proficiency programs at the ALCC Language Communication Center in New York and the LADO International School in Washington, D.C.

Mr. Dioumessy’s extensive experience and academic background have positioned him as a key figure in the administration and financial management of the Mano River Union, contributing to the stability and progress of the organization.

Mdme. Ange Konan Monu

Deputy Secretary-General - Peace and Security, Good Governance and Social Affairs

Ange Konan-Monu, with more than two decades of professional experience, has dedicated her career to serving in leading international organizations with distinction. She currently holds the prestigious position of Deputy Secretary General of the Mano River Union, representing Côte d’Ivoire.

Since January 2024, Mrs. Konan-Monu has been at the forefront of promoting peace, security, good governance, and social affairs, with a particular focus on women and youth in the MRU member states. Her commitment to international diplomacy and regional development is reflected in her previous roles as an Advisor and Political Assistant and Protocol Officer within the United Nations system. She has notably served at the Permanent Mission of Togo to the United Nations in New York and at the International Organization of La Francophonie (OIF). Her work also extended to the Ivorian Federation of Coffee and Cocoa Cooperatives, where she played a key role in advancing the interests of local producers on a global stage.

Mrs. Konan-Monu is a recognized expert in public relations and corporate communication, holding a Master’s degree in the field from New York University, USA. She also possesses a BTS in Finance and Accounting and a Master’s degree in English from the University Félix Houphouët-Boigny in Abidjan, as well as a certificate in multilateral negotiations. Her academic background, coupled with her professional experience, has made her a formidable advocate for social issues, including her impactful work on female genital mutilation, which was presented at the United Nations’ Commission on the Status of Women.

Beyond her professional achievements, Ange Konan-Monu is deeply committed to her values of empathy, compassion, and community service. She actively engages in charitable work, regularly visiting the sick, orphanages, and prisons, embodying her belief that empathy and charity are essential to bringing happiness to others. Her personal interests include traveling, reading, and cinema, pursuits that nourish her inquisitive and open-minded spirit.

Christian W. Jallah Sr

Resident Coordinator, Liberia

Christian W. Jallah Sr. is a dynamic IT professional and policy expert with over 12 years of experience. He holds degrees from the University of Massachusetts, Keller Graduate School, and is a PhD candidate in Public Policy at Walden University.

Jallah is the Resident Coordinator of the Liberia Sub-Office of the Mano River Union and a part-time lecturer at the University of Liberia. He is also deeply involved in community activism and policy development, particularly in sustainable development.

Assouakon Angui

Resident Coordinator Cote D’Ivoire.

Assouakon Angui is the Resident Coordinator of Mano River Union operations in Côte d’Ivoire, a role he has held since 2009.

He has a diverse academic background, holding an associate degree from Baruch College and both Bachelor’s and Master’s degrees in Business Administration from Kennesaw State University, Georgia, USA.

Angui is passionate about history, political science, and fitness, and is multilingual, speaking Agni, French, and English, with ongoing studies in Mande. He is married with three children.

Roger Dore

Resident Coordinator

Mr. Roger Dore is the Resident Coordinator of the Mano River Union in the Republic of Guinea. He holds a degree in Financial Management and Accounting from the National School of Commerce and Management (ENCG) in Agadir, Morocco.

With 17 years of experience at PwC, Ecobank Guinea, and the Mano River Union, he has served in roles such as Auditor, Senior Internal Auditor, and Procurement Manager.

Known for his proactivity, adaptability, and strong interpersonal skills, Mr. Dore is dynamic and motivated, excelling in meeting challenges and taking initiative.

Nyaibor Agatha Ngombu

Program Officer , Health and Gender

Nyaibor Agatha Ngombu is a seasoned professional from Kailahun, Sierra Leone, with over 20 years of experience in public health, gender, and program management. She holds an M.Phil. in Community Health and an MPA.

Ngombu has worked with numerous organizations, including the CDC, Oxfam GB, and UNFPA. Currently, she serves as a Programme Officer at the Mano River Union Secretariat, focusing on health and gender.

Program Officer, Peace and Security, Good Governance and Social Affairs

Mr. Jerry B. Tarbolo, Jr., a dedicated development specialist and seasoned humanitarian, has been serving as the Programme Officer of the Mano River Union (MRU) since April 2013. A national of Liberia, Mr. Tarbolo brings a wealth of experience and a deep commitment to social justice and community development to his role within the MRU. Before joining the MRU, Mr. Tarbolo played a crucial role as the Coordinator for the National Integrity Forum (NIF) within the Governance Commission of Liberia, where he worked to promote transparency and integrity in governance.

His dedication to the principles of good governance was further exemplified during his tenure as a consultant with UNDP-Liberia, where he facilitated the establishment of ‘Nature Clubs’ in secondary schools across Liberia’s South Eastern Region, promoting climate resilience and environmental stewardship among young people. Mr. Tarbolo is not only a development expert but also a passionate activist and political scientist.

He has been at the forefront of significant transformations within Liberia’s political landscape, particularly in advocating for the rights of the oppressed and advancing social justice. His contributions to education as a classroom teacher and university lecturer have left a lasting impact on the lives of many young Liberians, some of whom have gone on to become medical doctors, policy specialists, and social workers, serving both in Liberia and internationally.

He also shared his expertise as a guest lecturer at the Horton Military Academy in Freetown, Sierra Leone. Academically, Mr. Tarbolo holds a Master’s degree in Public Administration (MPA) from the Institute of Public Administration, University of Sierra Leone, and a Post-Graduate degree in Contemporary Diplomacy & International Relations from the Gabriel L. Dennis Foreign Service Institute in Liberia. He also holds a Bachelor’s degree in Political Science from the University of Liberia and is currently pursuing a PhD at Fourah Bay College, University of Sierra Leone.

His commitment to professional development is evident in his certification as a Prince2® Professional in Project Management Standard, along with various professional certificates in areas such as Criminal Justice Statistics, Organizational Effectiveness, and Leadership. Throughout his career, Mr. Tarbolo has participated in numerous seminars, workshops, and international conferences, continually expanding his knowledge and skills to better serve his community and the broader region. His work is driven by a deep-seated belief in the power of education, transparency, and social justice to transform societies and improve lives across the Mano River Union.

Abdoulaye Doumbia

Program Officer, Infrastructures and Water Resources

Abdoulaye Doumbia has been serving as the Program Officer in Charge of Infrastructures and Water Resources at the Mano River Union (MRU) Secretariat in Freetown, Sierra Leone, since April 2013. With more than 40 years of experience in the water and infrastructure sectors, both at national and regional levels, Mr. Doumbia brings a wealth of knowledge and expertise to his role. Originating from Côte d’Ivoire, Mr. Doumbia has held various management positions within the National Administration, overseeing the Water, Environment, and Maritime sectors for 24 years.

At the regional level, he worked with the Niger Basin Authority for 8 years as a modeling expert and Head of the Operations Division. In this capacity, he was responsible for structuring significant regional programs, including Hydropower Dams, silting control, reversing degradation trends in the Niger River Basin, and managing irrigation schemes in the Niger River valley. He also contributed actively to the mobilization of financial resources for the Sustainable Development Action Plan of the Niger Basin.

Since joining the Mano River Union, Mr. Doumbia has been leading several regional initiatives, such as the Road Development and Transport Facilitation Program, the Ecosystem Conservation Program, and the International Water Resources Management Program under the GEF IUCN Project. His career has been marked by his ability to negotiate effectively with development partners and national authorities, particularly in the preparation and implementation of projects and programs.

Mr. Doumbia is known for his adaptability, having successfully worked in multicultural environments and under pressure. He values cultural differences and is committed to seeing West Africa fully integrated at infrastructural and economic levels. His educational background is multidisciplinary, with degrees in Civil Engineering, Petroleum Engineering, and Coastal Engineering, alongside various certifications. In addition to his professional pursuits, Mr. Doumbia is passionate about improving the standard of living in Africa, particularly through the education of girls, which he views as critical for family advancement. His hobbies include swimming, football, and jogging.
